The browser layer is real. IKARUS can read pages the way you see them, click, fill forms, navigate, follow tabs that pages spawn, and notice downloads actually finishing on disk.
The constraint is the feature. It only ever works a tab you are watching, and it can never grab one on its own. You hand one over explicitly, every attached tab gets a stable letter alias, and a drift guard rechecks each tab before acting on it.
Verification was live, not simulated: five passes in a real browser against real sites. The passes caught real bugs, including a background worker that slept through its own revival, which is exactly what live verification is for. Phase one closed only when the full loop worked with no touch-ups.
